The Impact You Will Have

Blue Cross and Blue Shield of Minnesota is hiring a Principal Compliance Consultant, Regulatory Change Management. In this role, you will help the organization navigate evolving laws, regulations, and government guidance by supporting a disciplined regulatory change management process. You will track legislative and regulatory developments, interpret potential business impacts, and help ensure the right stakeholders are informed and engaged at the right time. This role is an opportunity to serve as a trusted compliance resource across the organization, with a strong focus on Medicare and Medicaid regulatory programs. You will partner with Public Affairs, Legal, compliance teammates, and cross-functional business owners to support timely implementation, clear documentation, and effective communication of regulatory requirements.

What You’ll Do

  • Monitor laws, regulations, and government guidance to identify updates that may impact the organization. 
  • Coordinate regulatory change intake, stakeholder notification, and distribution of new law and regulatory guidance. 
  • Support impact analysis and implementation planning with designated business owners to promote timely, accurate execution. 
  • Document implementation activity, validate outcomes when appropriate, and report on progress and compliance status. 

How You’ll Do It

  • Partner with Legal, Public Affairs, compliance team members, and business stakeholders to understand regulatory updates and clarify required actions. 
  • Facilitate or participate in working sessions with cross-functional partners to review regulatory requirements and support alignment. 
  • Translate complex regulatory information into clear, actionable communications for stakeholders and compliance partners. 
  • Bring a continuous improvement mindset to regulatory change management, including opportunities to enhance processes through automation and AI-enabled solutions. 
  • Performs additional responsibilities consistent with the scope and level of the role, as assigned. 

Required Skills & Experience


  • 7+ years of related compliance professional experience.
  • Bachelor’s degree; in lieu of a degree, an additional two years of relevant experience beyond the qualifications listed above may be accepted.

Preferred Skills & Experience


  • Juris Doctor or Master’s degree or other advanced degree in a related field.
  • Experience with Medicare/Medicaid regulatory programs is strongly preferred.
  • Experience with CMS, DOH, and state regulatory filings.
  • Ability to translate complex information into actionable messaging, actively listen to diverse perspectives, and drive alignment across cross-functional priorities.
  • Ability to analyze complex challenges, evaluate tradeoffs, and collaborate with stakeholders to reach effective, lasting solutions.
  • Ability to effectively organize work, balance shifting priorities, and manage time across multiple workstreams to meet commitments.
  • Business analysis expertise, regulatory research, and ability to translate regulatory requirements into operations.
  • Ability to interpret and apply applicable federal and state regulations. Healthcare or insurance industry experience.
  • Experience drafting responses or presenting to boards, compliance committees, or regulatory bodies.

Licensure/Certifications

Certified Public Accountant (CPA) - State Board of Accountancy; Certified Internal Auditor (CIA) - Institute of Internal Auditors (IIA); Certified Compliance & Ethics Professional (CCEP) - Society of Corporate Compliance and Ethics (SCCE); Certified in Healthcare Compliance (CHC) - Health Care Compliance Association (HCCA)

Our hybrid approach is designed to balance flexibility with meaningful in-person connection and collaboration. We come together in the office two days each week – most teams designate at least one anchor day to ensure team interaction. These in-person moments foster relationships, creativity, and alignment. The rest of the week you are empowered to work remote.

Compensation and Benefits:

Pay Range: $90,800.00 - $120,300.00 - $149,800.00 Annual

Pay is based on several factors which vary based on position, including skills, ability, and knowledge the selected individual is bringing to the specific job.
