The Impact You Will Have
Blue Cross Blue Shield of Minnesota is hiring a Manager, Government Program Partner Relations in Eagan, MN. This role leads the implementation and ongoing oversight of the Care Coordination program for MSHO and MSC+ Government Programs (GP), ensuring compliance with DHS contractual requirements, regulatory changes, auditing standards, training, and related reporting obligations. The position partners closely with internal stakeholders including Network, Medical Management and Claims, as well as, external partners such as the State and Care Coordination Delegates, to ensure changes are implemented effectively, on time, and in full regulatory compliance. The role also leads complex, cross‑functional initiatives, represents MSHO/MSC+ care coordination in product strategy workstreams, develops the annual audit strategy for delegate oversight, supports contract negotiations, and guides system and process changes into production. Additionally, the Manager provides direct leadership and oversight of the GP Partner Relations team, ensuring clear accountability, staff development, and sustained compliance with contractual, state, and federal requirements.
The ideal candidate has experience working within government insurance programs, ideally supporting MSHO and MSC+, and brings hands‑on exposure to care coordination through direct involvement with care coordination agencies or care coordination operations. This role requires a collaborative people leader who is comfortable leading highly skilled team through constant regulatory and operational change.
Your Responsibilities
- Manage and lead complex, cross-functional initiatives within GP and the matrixed organization that deliver high quality solutions, contribute to business performance results and meet contractual, state and federal requirements.
- Lead implementations and cross functional changes across all Medicaid product lines and all subject areas within Government Programs.
- Directs and/or consults collection of Business Requirements for system development or enhancements to BCBS operating systems according to product strategies and regulatory requirements across all subject areas and Medicaid product lines.
- Represents GP Medicaid in product strategy meetings and workstreams to ensure strategies initiatives/processes being proposed are viable options for the Medicaid products.
- Direct and provide guidance to the implementation team to coordinate downstream operational oversight activities are in place to ensure product strategy and regulatory changes are rolled out into production and look for opportunities to enhance and refine processes to achieve maximum efficiency for the Medicaid products.
- Directs and/or consults with staff and cross-functional teams in analyzing current and new processes, system and interfaces analysis and information flows as they relate to implementations, process, and regulatory changes.
- Leads the internal team in preparing for and responding to the annual contract negotiations process, including any amendments or updates that may follow.
- Ensuring Business, Legal, and Regulatory requirements are met related to Medicaid contractual and regulatory requirements.
- Manages the department including interviewing and hiring employees following required EEO and Affirmative Action guidelines and ensuring employees receive the proper training.
- Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, coaching on performance management and behavior, employee relations and cost control.
Required Skills and Experience
- 7+ years of experience in health care or related field. All relevant experience including work, education, transferable skills, and military experience will be considered.
- Demonstrated strong leadership capabilities.
- Experience in serving government business, preferably health care; or general knowledge of federal and state healthcare regulations.
- Demonstrated ability to effectively organize, direct and plan in an operational role for government business.
- Familiar with both the Medicare and Medicaid contractual and regulatory requirements, including the corresponding coverage rules and payment guidance.
- Ability to matrix manage and leadership skills.
- Proven record of staff management and staff development.
- Experienced in project management.
- Strong oral and written skills.
- High school diploma (or equivalency) and legal authorization to work in the U.S.
Preferred Skills and Experience
- Bachelor’s degree
- Direct experience supporting MSHO and/or MSC+ programs strongly preferred.
- Prior experience working with care coordination, either through oversight of care coordination agencies, delegated partner management, or direct care coordination operations.
- Proven ability to build and sustain productive relationships with external partners (such as state agencies or delegated providers) and internal cross‑functional stakeholders.
- Experience working with the Bridgeview platform or similar care coordination or care management systems used to support government health programs.
Compensation and Benefits:
Pay Range: $102,400.00 - $138,300.00 - $174,200.00 Annual
Pay is based on several factors which vary based on position, including skills, ability, and knowledge the selected individual is bringing to the specific job.
