The Impact You Will Have

As a Government Relations Liaison, part of the Medicaid Performance Hub, you will serve as a critical connector between the organization and state/federal regulators. The Hub drives predictable processes for RFPs, renewals, and performance management, ensuring the organization delivers on contract commitments. In this role, you will safeguard Medicaid program integrity, manage regulatory issues, and influence policy outcomes while supporting the Hub’s mission to act as the P&L’s “control tower,” systematically identifying and addressing risks, gaps, and requirements across functions.

What You’ll Do

  • Acts as the primary point of contact for key relationships with state and federal regulators, other health plans, and key stakeholders, ensuring strategic alignment and trusted partnerships.
  • Manage regulatory and contractual requirements in partnership with Growth Operations and Compliance, ensuring timely resolution and ongoing compliance.
  • Manages resolution of issues received from both internal and external entities, including but not limited to the Minnesota Department of Human Services (DHS), Ombudsperson, and Account Manager, leveraging data-driven analysis to inform decisions and corrective actions.

How You’ll Do It

  • Embedding guidance into operational processes and member communications to ensure compliance with complex regulatory requirements across all initiatives.
  • Developing and delivering communications of product plans, regulatory updates, program changes, trends, market research, emerging issues, and best practices to internal and external audiences.
  • Representing Blue Plus on DHS materials workgroups (Medicaid and D-SNP); oversees DHS template updates and submissions; serving as the Medicaid/Integrated product Subject Matter Expert (SME) for compliance review prior to DHS submission; and acting as the internal SME for materials requirements
  • Performs additional responsibilities consistent with the scope and level of the role, as assigned.

Required Skills & Experience

  • 3+ years of related Medicaid professional experience.
  • Bachelor’s degree; in lieu of a degree, an additional two years of relevant experience beyond the qualifications listed above may be accepted.

Preferred Skills & Experience

  • Knowledge of government healthcare programs, regulations, and compliance requirements.
  • Knowledge of health plan operations, products, and business practices.
  • Experience improving processes, workflows, or operational performance.
  • Ability to tailor communication to varied audiences, actively listen to uncover requirements, and ensure accurate and timely information exchange.
  • Ability to analyze information, identify patterns and root causes, and collaborate with partners to implement practical solutions.
  • Ability to effectively organize work, balance competing priorities, and manage time across multiple responsibilities and deadlines.

Our hybrid approach is designed to balance flexibility with meaningful in-person connection and collaboration. We come together in the office two days each week – most teams designate at least one anchor day to ensure team interaction. These in-person moments foster relationships, creativity, and alignment. The rest of the week you are empowered to work remote.

Compensation and Benefits:

Pay Range: $68,900.00 - $91,300.00 - $113,700.00 Annual

Pay is based on several factors which vary based on position, including skills, ability, and knowledge the selected individual is bringing to the specific job.
