Description Summary

The Program Lead of Compliance and Regulatory Affairs plans, directs, and coordinates cross-departmental regulatory compliance projects to address foundational and intricate compliance issues. This includes the successful delivery of complex projects and assignments within scope, schedule, and quality commitments. The incumbent will work closely with business partners across the organization to assure compliance with federal and state legal and regulatory requirements by performing compliance risk assessments, gathering data, providing analysis, developing processes and documentation, testing compliance, and reporting through the appropriate channels. The Program Lead of Compliance and Reg Affairs is responsible for leading several cross-functional activities simultaneously to solve complex regulatory compliance problems, risk mitigation and issue resolution. This position collaborates with Regulatory Affairs leadership in strategic planning and execution.


Accountabilities


  1. Collaborate with Director of Regulatory and Corporate Compliance and other Regulatory Compliance leadership to design and implement practices, processes, and tools that further the Ethics and Compliance Program Vision.

  2. Plan, direct, and coordinate projects associated with the department’s regulatory compliance strategy, including but not limited to: Partnering with business owners to assure compliance with federal and state legal and regulatory requirements by gathering data, providing analysis, developing processes, performing risk assessments, developing documentation, testing compliance, and reporting through the appropriate channels.

  3. Developing enterprise compliance reporting for senior leadership by coordinating routine and non-routine reporting with business and segment Compliance teams.

  4. Coordinating documentation of compliance across enterprise, segment and business compliance programs to support oversight and reporting.

  5. Leverage organizational knowledge and business acumen to develop effective virtual teams, leading through influence to successfully complete projects.

  6. Identify ethics and compliance issues and risks and escalate both concerns and potential solutions appropriately.

  7. Maintain appropriate project documentation.

  8. Respectfully and collaboratively challenge business areas to embrace compliance excellence by establishing and maintaining positive working relationships with business areas.

  9. Assist in the overall communication and implementation process of new state and federal legislation and regulation and other compliance-related requirements and assure that projects are completed according to established guidelines.

  10. Consult with internal auditors to ensure that compliance issues are adequately addressed where appropriate.

  11. Prepare presentations and reports to the Ethics and Compliance Program oversight committees concerning relevant compliance issues and developments.

  12. Research and stay current on emerging business and technology trends/issues/topics within the health care industry, the Blues System and the Minnesota market.


Requirements


  • Bachelor's degree in business management or related field 8 years of experience in health care industry with a strong understanding of health insurance business models or 12 years of related work experience in lieu of a degree.

  • 4 years of experience leading multiple cross-functional initiatives and projects simultaneously to drive change and achieve results.

  • Creative problem solving skills, adapting approach as needed.

  • Ability to balance strategic frameworks and deep operational details across a wide range of business areas or topics.

  • Ability to guide, direct and influence teams.

  • Excellent relationship-building and communication skills, including strong written and presentation communication skills.

  • Demonstrated communication experience with diverse audiences and senior leadership.

  • Proven ability to define problems, collect and analyze data, establish facts and draw valid conclusions.


Preferred Requirements


  • JD or other advanced degree (i.e. Health Care Administration) preferred.
